Synopsis

The Sustainable Rural Cities were proposed by the state government of Juan Sabines Guerrero (2006-2012) in response to the collapse of a hill, which occurred on November 4, 2007 in the town of Juan de Grijalva. The officials of the Chiapas government argued the risk-vulnerability condition of the population and the situation of poverty-marginalization of the inhabitants to justify the pertinence of the project and join the desired idea of concentration of the population that, in their words, had as an objective "to influence regional development and territorial ordering". The officials determined that the affected population would relocate, but this happened without considering the social, cultural and economic effects that such a relocation could cause them.
